Fernan Lake Boat Ramps: Low-Water Alert, Fees and Fishing Guide

Fernan Lake sits just east of Coeur d’Alene with two public launch choices, floating docks and unusually convenient shoreline fishing. It also has an active Kootenai County low-water warning: Fernan launches are experiencing seasonal low water, and the county says boaters launch at their own risk. This guide separates the fee-based Fernan Park ramp from the no-fee Fernan East ramp and covers the lake’s 2026 stocking, facilities and current fishing rules.

Fernan Lake quick facts

  • Location: East of Interstate 90 and the Sherman Street exit in Coeur d’Alene
  • Official size: 423 acres
  • Main access: Fernan Park, 247 Theis Lane
  • Second access: Fernan East public launch
  • Current condition: Seasonal low water at Fernan launches; launch at your own risk
  • Fishing access: Floating docks, miles of shoreline and boat access
  • Verified facilities: Ramps, docks and an accessible toilet; no campground
  • Motor restriction: None listed by Idaho Fish and Game

Current low-water warning

Kootenai County currently lists a notice titled “Low Water Conditions at Upper Twin and Fernan Launches.” The notice says Fernan boat launches are experiencing seasonal low water and directs users to launch at their own risk. That warning matters more than an old photograph or a successful trip from earlier in the season.

  • Walk the ramp and inspect the water depth before backing down.
  • Know where the improved ramp ends.
  • Consider the trailer draft, propeller depth and tow-vehicle traction.
  • Do not drive beyond the developed surface or improvise a shoreline launch.
  • Use the other public ramp only after inspecting it too; the county warning applies to Fernan launches generally.

Fernan Park west launch: address, hours and facilities

The developed Fernan Park launch is at 247 Theis Lane, Coeur d’Alene, ID 83814. Kootenai County verifies a boat dock, launch, fishing access, picnic tables, restrooms, single-vehicle parking and vehicle-with-trailer parking. The park is closed from 10 p.m. to 5 a.m.

This is the fee launch. The county’s current schedule charges $15 per facility per day for vessels registered in Idaho and $30 for vessels registered outside Idaho. Annual passes are $50 for Idaho-registered vessels and $150 for out-of-state vessels and expire December 31. Payment processing may add a fee; envelopes and drop boxes are available at county facilities.

Verify the Fernan Park facility record and current county fee schedule before arriving.

Fernan East launch: the no-fee alternative

Kootenai County lists Fernan East as a separate public launch that does not require a fee at this time. The county directory does not provide enough detail to promise a particular ramp condition, parking capacity, restroom or dock setup at the east site. Treat it as a distinct launch, not overflow parking for Fernan Park, and inspect it before use.

The official Kootenai County launch directory is the best source for confirming which Fernan access currently requires a fee.

Shore fishing and accessibility

IDFG describes Fernan as a Family Fishing Water where anglers can fish from floating docks, miles of shoreline or boats. Its Fishing Planner marks the toilet and ADA access as handicap accessible. Those designations do not mean every natural shoreline segment or dock transition will work for every visitor, especially while the water is low.

Shore anglers should stay on clearly public access, keep launch lanes clear and avoid assuming that every roadside opening or neighboring parcel is public. At Fernan Park, give trailers room to maneuver and keep the dock available for active launching and retrieval.

What anglers can target

The official planner recommends rainbow and brook trout, largemouth and smallmouth bass, yellow perch, sunfish, bullhead, catfish and white crappie. IDFG’s latest listed survey, from 2021, observed black bullhead, black crappie, bluegill, channel catfish, cutthroat trout, green sunfish, largemouth bass, northern pike, rainbow trout, smallmouth bass, tench and yellow perch. Survey presence does not guarantee a catch or equal abundance across species.

Fernan Lake’s 2026 stocking

IDFG reports four 2026 stocking events: 6,864 catchable triploid rainbow trout on February 11; 5,168 catchable 12- to 14-inch triploid rainbows on May 4; 6,240 more 12- to 14-inch triploid rainbows on June 1; and 1,530 catchable channel catfish on August 12. These records show what was stocked, not current catch rates.

See the live IDFG Fernan Lake Fishing Planner record for the official water record, facilities, species and stocking table.

Current fishing rules

IDFG lists no special rules for Fernan Lake in the 2025–2027 cycle, so statewide and Panhandle Region rules apply. The regional daily limits include six bass combined and six trout combined; brook trout are listed separately at 25. Bull trout must be released. Northern pike and walleye have no bag, length or possession limit in the Panhandle, where IDFG identifies them as illegally stocked and says harvest is encouraged.

Rules can change through emergency action. Check current Idaho fishing rules, carry the required license and identify every fish before retaining it.

Boat-launch safety in low water

  • Prepare plugs, straps and gear away from the ramp.
  • Back slowly with a spotter when possible.
  • Keep the tow vehicle on the improved ramp.
  • Confirm enough depth for the lower unit before starting or powering onto the trailer.
  • Watch for abrupt ramp edges and submerged debris.
  • Wear a properly fitted life jacket; northern Idaho water can stay cold.
  • Clean, drain and dry the boat and gear before visiting another water.

Best seasonal approach

  • Spring: Multiple trout stockings support shore and boat trips, but cold-water protection remains important.
  • Summer: Warmwater species broaden the fishery; arrive early when ramps and shoreline access are busy.
  • Late summer and fall: Recheck the active low-water notice and inspect both ramps before choosing one.
  • Winter: The water is legally open unless a closure applies, but neither IDFG nor the county facility listing certifies safe ice.

Nearby Idaho Panhandle option

If Fernan’s low water does not fit the boat or trailer, do not force the launch. The cluster’s Cocolalla Lake boat-ramp guide covers another IDFG-managed mixed fishery, though its ramp is also officially described as shallow and requires its own condition check.

Fernan Lake final checklist

  • Read the current county low-water alert.
  • Choose Fernan Park or Fernan East before driving around the lake.
  • Bring the correct Fernan Park launch fee if using the west ramp.
  • Respect Fernan Park’s 10 p.m.–5 a.m. closure.
  • Inspect ramp depth and the ramp end before backing in.
  • Check current fishing and emergency rules.
  • Keep the dock and trailer lanes open.
  • Use only clearly public shoreline.

Fernan Lake’s appeal is straightforward: a stocked, mixed fishery close to Coeur d’Alene with boat and bank access. In current conditions, the smart trip begins with the county warning and an in-person ramp inspection.
