Hawkins Point is a small Idaho Fish and Game boat-access site where the Pack River delta meets Lake Pend Oreille. Its practical appeal is a public ramp and dock close to productive delta water; its main constraint is equally clear: IDFG describes the site as small, with limited parking. This guide covers exact access, verified facilities, the 2026 improvement notice, seasonal water conditions, fishing planning and safer nearby alternatives, checked September 19, 2026.
Hawkins Point at a glance
- Official site: Idaho Fish and Game Fishing and Boating Access Site 22189
- Water: Pack River delta / Lake Pend Oreille
- Verified facilities: Boat ramp, dock and accessible restroom
- Parking: Officially described as limited
- Management setting: Pend Oreille Wildlife Management Area access
- 2026 work: Upper ramp replacement was scheduled for April; dock and parking upgrades were planned later in the year
- Best fit: Anglers and boaters who can arrive early, stage efficiently and recheck current project status
Exact access and official coordinates
The official IDFG Hawkins Point–Pack River access record identifies this as a Panhandle Region facility in Bonner County. Its agency map places the access at 48.282781, -116.378790. Use those coordinates rather than routing only to “Pack River,” which can place visitors far from the launch.
The site also serves the scattered Pend Oreille Wildlife Management Area. Stay on the signed public approach, leave room for other trailers to maneuver and do not use nearby private drives as overflow parking or turnaround space.
Limited parking changes how to plan the launch
IDFG does not publish a stall count for Hawkins Point; it simply calls the facility a small site with limited parking. That makes early arrival, a compact tow setup and efficient ramp staging more important than at a larger marina. Prepare lines, drain plug, gear and life jackets before occupying the ramp. If the lot is full, do not block the access road, restroom route or launch lane while waiting.
The current record verifies an accessible restroom, but it does not publish measured slopes, an accessible loading pier, transfer equipment, potable water, lighting, overnight-parking permission or a formal accessible route from every parking position. Visitors who need a specific accommodation should contact the IDFG Panhandle Regional Office before departure.
What the 2026 improvement notice confirms
On March 27, 2026, IDFG announced that Hawkins Point would close beginning April 1 so the upper half of the aging ramp could be replaced. The agency expected that temporary closure to end before the close of April. The same official improvement notice said dock and parking-area upgrades were planned later in 2026.
The site-specific IDFG directory is currently active and no longer displays that April closure, but I found no separate agency completion notice for every later phase. Treat the ramp, dock and restroom as the currently listed facilities while checking the official record shortly before towing there. If construction equipment, cones or a closure sign is present, use an alternative rather than improvising around the work area.
Launching near the Pack River delta
Hawkins Point opens toward shallow delta and near-shore water before reaching broader Lake Pend Oreille. Water depth, submerged wood, sediment and vegetation can change with runoff and reservoir level. Walk the ramp edge before backing in, keep propellers clear of the bottom and avoid powering through visibly shallow or vegetated water.
IDFG says fishing opportunity around Pend Oreille WMA near-shore waters is strongest at full summer pool. As the lake is lowered toward winter pool, shallow edges can dewater and mudflats appear. That seasonal change can affect launch depth, dock usefulness and the safe path from the river mouth to open water.
Fishing from Hawkins Point
The Pack River delta provides access to a mix of slough, bay and open-lake habitat. IDFG identifies bullhead, yellow perch, largemouth bass, smallmouth bass, rainbow trout and cutthroat trout in the WMA’s near-shore sloughs and deep-water bays. Those are documented area species, not a guarantee that each will be present beside the ramp on a given day.
Before fishing, review the current Idaho fishing rules for Lake Pend Oreille and connected waters. Carry the required license, confirm species identification before keeping fish and check current salmon, steelhead or special-rule notices separately rather than assuming general-season limits apply.
Boating and cold-water safety
- Wear a properly fitted life jacket and dress for water temperature, not afternoon air temperature.
- Check wind and lake conditions before leaving the protected delta.
- Watch for submerged timber, floating debris, sediment bars and abrupt shallow water.
- Keep the ramp clear while loading gear or securing the boat.
- Carry an offline map and reliable communication device; shoreline terrain can complicate reception.
- Clean, drain and dry boats, trailers and gear before moving between waters.
- Stop at an open Idaho inspection station when directed and follow current invasive-species requirements.
Wildlife-area etiquette
Pend Oreille WMA protects delta, riparian, wetland and conifer habitat used by waterfowl and many other species. Travel away from public roads is non-motorized on WMA land. Give resting and nesting birds room, keep pets controlled, stay out of signed closures and expect hunting activity during legal seasons.
Nearby verified alternatives
If Hawkins Point is full or affected by improvement work, IDFG’s March notice names Hope Basin and Pringle Park as alternatives near Hope. Hawkins Point trip checklist
- Recheck the IDFG site record for construction or closure changes.
- Route to 48.282781, -116.378790.
- Arrive early and have a backup launch because parking is limited.
- Stage gear before entering the ramp lane.
- Check lake level, wind and cold-water conditions.
- Review current fishing rules and carry the required license.
- Clean, drain and dry the boat and trailer after use.
Hawkins Point is useful because it puts a ramp and dock at the Pack River delta without the scale of a full-service marina. That same small footprint demands a little discipline: verify project status, arrive with a backup plan and avoid forcing a trailer into a full lot.
